It's iffy. It's a good sign they will due to them having a DLC system built into the game. However, at the same time if the game or current DLC doesn't sell well then they will scrap future releases.

It's all about sales. That and if Gamestop/Amazon/etc have some kind of Pre-Order contract that prevents Squareenix from selling the pre-order item.
