I believe last I checked they were thinking about a way for user submissions, but no promises. As it stands now, it's added as they go along by the Admins.

This was the response from Chloe, our community manager, last time it was addressed a few months ago. Things may have changed since then, if so we'll let everyone know if something comes about.
