I'm not quite understanding where you draw your conclusions from with Graces not being a "big" title. All of Namco/Bandai's Tales titles that aren't portable or ports are main flagship titles. It doesn't matter if it's on PS1, PS2, GC, Wii, PS3, or Xbox360. Yes, the Wii isn't as powerful as Xbox360 or PS3, but it is more powerful than PS2, GC, and PS1 which they have been developing on for many years. It's not as if they went to Wii, hit a brick wall, and just cut it short. With the time span of development for each title, there's no showing that Graces had less time for development than any other title.
Also, Xillia is the ONLY Tales title natively made for the PS3. Symphonia was released long after PS2 was out, they were even releasing PS2 Tales titles before Symphonia was released on Gamecube.
Not meaning to pick apart your comment, but I just don't see any evidence that Graces was not meant to be a "big" title. If it was, then every Tales title prior to Vesperia was as well because they all had just as much development time, more restraints, and weaker platforms to be developed on. It had just as much if not much more content in it than any other main flagship title, it just had a terrible presentation. I'd have to see some kind of comment from Namco/Bandai, which would never happen as it would shoot them in the foot.

sorry if i don't explain it right,
to answer you in short
what i basically meant don't was that the best games are only for PS3 and XBOX 360
nor that the other titles are poor ones, what i meant was that this is what most people and as gamers who have "gamers instinct", felt in regard to TOG (including me) considered TO's history.
let me explain: it usualy the only logic conclusion that if you want to make something that have alot of options,features (not must to be the features you have in the game itself and can be even graphic relate such as effcts), better look, and etc, you usually need to aim for the best hardware so you will have less limits in your creation (and ofc so you can run it~),
and ofc having more capacity in Blue ray disks can let the developers really alot more space for more gameplay hours, grfix, better aim, long story, etc (it really depend on the developers though and what they will do with it), i never said that the other TO titles were poorly designed and were bored, it the opposite actually because each game try to let the player "feel" that he/she in different world with other "rules" and other stuff, means that each game try to be a bit different from the other, though they not always succeed and they need to "stick" to some basics such as the battle system and other RPGs and TO elements so people will feel that they still in a TO game.
TOG had succeed in giving new refreshing feeling (depend on each player's point of view honestly) but it felt at the same time too much limit to alot of gamers,
the gameplay hours were the first proof that most gamers were needed to assumed that the game was either developed to be limit because it was made to feet the Wii (unrelated to the developing time, which is import too), or either for have really short story, F version which added more hours of gameplay (and other new stuff ofc) was also hint that if TO studios wanted to make that game a bigger title they could do it long ago without hurt the orginal scenario, and ofc seeing how much bugs the Wii title had made allmost any sane gamer to feel that the title not was taken seriously,
TO studio have long history of making "BETAs" and then rereleasing them as "Completed" version ,aside from making more $ from it you can say that they releasing the Real game only some years later after they read the feedbacks from the "beta testers", another hint was that when TO studio make "Completed" versions they usually not completely ported it but improved the grfix and AI instead, if they only wanted a PS3/xbox versons why not just do less work and spend less money by just port the whole thing?
what most gamers assumed over years of knowing how TO studio works was: that the last version is the REAL game (well aside from TOS which had a bit better grfix and some new side missions the "BETAs" mostly started from TOV), basically what the game meant to be from the very beginning and was "dealyed" for sake of money or other plans. Now in TOG case people did expect for the "Real" version to come out, but they don't expected that the game will be count as one of the "bigger" titles of TO (at least by Tales of studio~) since usually the bigger ones (aside from TOX 2 which seem rather disappointing atm, but it still too early to say) are known for give the players new feeling, new grfix, new experience, in other words they tend to be "more" in every aspect, ofc they not always can satisfy each player because it really each individual and his view point, but they at least trying (like what gamers sense saying: the second games usually need to have better grfix, options, features , and plot then the first one, i can't really coun't here the plot because we talking here about TO)
in this case another hint was how other "bigger" TO titles were: TOP-PS1, TOS- GB+PS2, TOTA- ps2 (not counting the 3D version), TOV- xbox 360 and full version for PS3, TOX-PS3... for now, TOG so far gave most people (aside from his plot) the feeling of limit game that not really go "forward" but instead limit the players in some stuff, the Wii's limits can explain some of them but again we don't know for sure.
try to imagine what TOX was like if it was relased to the WII? most people probably would automaticly coun't it as another mini title (which is wrong to judged like that because they can't 100% know till they play it themselves) and won't take it as the next "Serious" title.
again i can't and i won't decide for everyone what is "BIG" title and "Mini" but as gamer who play alot types of games and more importantly as TO gamer i can see that i "feel" the differences, and after watching other people commits (which i usually do alot to see if there's others who felt the same way) i can't say that i was the only person who felt like that since it human's nature to expect more and feel uncomfortable when they got less
