I'm playing FF XIII and I'm up to chapter 11 were all the enemies start to become really difficult. I was wondering if this is the appropriate time to level grind.

If things start becoming difficult, then yes, grind. As you should with any RPG.

It is worth noting though that with FFXIII that some battles are won/lost on the basis of Paradigm Strategy, rather than Crystarium Level, so sometimes if you get stuck, it might be worthwhile taking a look at your paradigms and using trial & error to figure out whether there's something that will help more.

Chloe's right, you are gonna need to use the Paradigm Shift to win some battles.

Chapter 11 can be very overwhelming given the nature of the game before that point. Almost every enemy is stronger than you at that point and you are gonna need a lot of those newly open Crystarium Slots.

Firstly, try to take the dogs that run really fast near where you first enter the plains. From there, build your way up. Once you feel comfortable with these monsters and your crystarium is a lot higher. Start taking on the missions in order (or close to that). Doing the missions will get you some good items and materials to get stronger. Doing these 5 stars will get you some even better things and will get you towards your achievement.

Keep going with this until you are able to beat Behemoths and Adamanchelids (Little Turtles) and you should be fine. Don't be too worried if a mission or enemy is way too hard to beat. Some of them are meant to beaten after you have beaten the game and have unlocked the Final Crystarium abilities. When you do get that far you level to the max. Adamantoises are the best for this as they give a ton of CP and there is a possible chance of getting Platinum Ingots (best Gil grinder) or even Trapezohedrons. (catalyst for the best weapons in the game and the rarest at 1% drop rate.) Trust me, if you find a Trapezeohedron, make sure you pick the best character first as these things cost too much (2,000,000 Gil each).

I hope this is able to help get through this section of the game and maybe even to finish it.

You can consult your map for this... When you pull up the mission information it'll tell you the general area that the mark can be found in, then when you get there, the map will mark the exact position.

The advice other than given above ^ ^ that I would give is to try a number of battles, and find one that offers a good XP/time ratio. I grinded on one particular battle in the open world, where two monsters were fighting each other. It gave me a lot of XP (is XP right for FF XII? I forget... ) and I could do it quite quickly.

Glad to help, XIII can be challenging but the key is just grinding. Most people give up on XIII. Hopefully you might find the ending satisfying, I liked it!

Well, I do like XIII a lot so far so the ending should be great. Also with the monster quests, could I use YouTube to find them quickly or are they random?

Ok new question now (if it doesn't get noticed I'll add a new thread) What Missions do you have to beat to get Missions 55 completed? I want the item that gives you double CP so grinding will be quicker. Also, I'm now up to Chapter 13.
