For those who aren't aware, Time Crisis: Razing Storm is going away from the series' traditional roots. No longer is the game full on-rails, instead, it's probably more akin to the first-person shooter genre.
When we meet up with Norihiro Nishimura, the producer of Time Crisis: Razing Storm, at GamesCom, we questioned him about this, and specifically the role he feels Razing Storm has.
When asked whether it could serve as an introduction to the FPS genre, he replied "The idea was to have people who play more guncon games get more involved in a deeper world like this and enjoy new gameplay, so you could say that."
